Why aren't my fortress guard arresting anyone?

It is quite confusing. I have a captain of the guard who has all his requirements met. I have a hammerer in the squad under him. The squad was originally 3 people, but I have now ballooned it to 10, including several who I know have absolutely nothing to do. The squad's schedule is set to inactive, is that wrong? I have a large number of unused chains designated as usable by justice just waiting for someone to use them. Despite this, I have quite a few people who have had pending sentences for the better part of the last year who none of my guard show any interest in arresting. They hang around doing absolutely nothing else, while known vampires are allowed to search out other victims. Am I doing something wrong?

The injustice system works only to maim and kill innocents for not fulfilling impossible mandates they had nothing to do with.
The captain of the guard is responsible for external security, not crime. The hammerer is the injustice executioner, but may well fail to perform that duty while enlisted into the military (and will need two different hammers anyway, one for military duty and one for killing and maiming oppression victims).
For crimes other than mandate fulfillment failure I believe the overseer (i.e. you) has to get involved to convict someone, but when it comes to vampires they're very rarely reported and can get away with draining bodies at crowed places without getting reported. The only "witnesses" to vampire killings tend to be the vampires themselves who accuse various dorfs who weren't there for their crimes.
Also note that lethal "non lethal" bar room brawls aren't considered to be crimes.

Those who fail in their duties to produce stuff for the good of the kingdom without question deserve a steel hammer to the face. Oil up the rack!

Also, dorfs do rush off to tell the Captain of the Guard when there's (non-tavern related) trouble, so it's not true to say he and his squad aren't in charge of crime.

But, yeah, detective work and 'accuse the vampire' decisions are up to the player.

I have accused the vampires, that's what I'm saying. I have several people with long pending sentence that have yet to be carried out. Also, my mayor, who is the remotely unhappy person in my fortress, just killed a potter while throwing a tantrum. This could well have been prevented if he had been thrown in jail following his last tantrum as I had ordered.

Do you have a jail assigned? Create a room on a placed cage and select jail. For the vampire specifically you may need a hammerer noble.

Of course these are just formalities at the end of the day. Upright spikes or an accidentally locked door do the same thing.

Do you have a jail assigned? Create a room on a placed cage and select jail. For the vampire specifically you may need a hammerer noble.

I think the Guard are able to lock up a vampire without having a hammerer assigned. So long as you have chains built and assigned to justice.

Generally, the simplest solution to vampire trouble is to create a workshop for a job the vampire is allowed to do; assign the vampire to the workshop with the Profile menu; optionally create a burrow over the workshop and assign the vampire to it, so they don't take jobs elsewhere; queue up a job; wait for the vampire to arrive; and lock the door. You can optionally construct a wall around the locked door, in case somebody throws a tantrum nearby.

Once they're in, they can be disposed of using cave-ins, magma, etc., or put to use (perhaps by creating an also-sealed-to-the-outside lever-pulling room next door and granting them access) at your leisure.

Guard dwarves, as others have pointed out, are worthless when it comes to actually meting out justice. After all, property is more important than people, and so their raison d'être is to kill, maim or imprison innocent craftsdwarves to satisfy the whims of the decadent aristocracy.

By the way, are you absolutely sure that you have a Captain of the Guard rather than a Militia Commander? If you have the latter and decide to appoint a Guard Captain despite the consequences, just be prepared for a potential flood of imprisonments, murders and cripplings...and I don't mean of vampires.

Only if you choose to ignore noble demands. I've never once encountered a "flood" of executions. Think that's quite an exaggeration, or something based on a previous version.

So, as I said, it only happens if you blatantly try to make it happen. Either complete the mandates or kill your nobles. Ignoring them for years then firing up the justice system is obviously going to result in pre-planned Fun.
