Anyway, a few design ideas.

Modern Industrial Management

If there's anything Spire Wreth has can praise itself for, it is it's system of bureaucratic excellence. But in changing times, bureaucracy needs to expand and improve to meet the needs of the modern industry. Now, years of investement in blue tape research and advanced theoretical forms have resulted in the creation of an entirely new system of industrial management.

By utilizing a variety of statistical tools to identify problems and sources of delay and corruption, and by re-calibrating our industrial systems to fully integrate and synergize with the production process, we can vastly improve our industrial efforts, greatly increase the rate of production of all factory lines.

Johia, we do it next turn so that the saved dice can be spent on free progress rolls, rather than bankrupting project advancment rolls.

Several Reasons: We have 5 dice.
PL's take a lot of time and are very expensive per die even with good Time and Cost rolls. We want to roll these at Advantage. But you say, that's still only 5 dice? Well....
Initial Progress dice have no resource cost. Every dice thrown at this is probably going to result in savings of 40-50ish resources. Which is good as the saved resources would allow us to follow up with proper dice thrown at it the following turn.

I did not remember you can stack initial progress die. I thought it was just a roll at advantage. Ignore me.

Two revisions we could do this turn:

Mistwatch: Like High Vigil, except low instead of high. A ship assigned to this tactic patrols as close to the mists as possible, watching for enemy activity, and alerting the rest of the fleet when a target is spotted (and subsequently rejoining the fleet and following the same tactic as her sister ships).

Ius Victis: As the tides of war ebb and flow, what will become of those civilians caught in the current? Kasgyr may refuse to negotiate in good faith for their survival, but Wreth does not need Kasgyr's cooperation in this regard; we can make a unilateral declaration of Ius Victis- the rights of the conquered. These rights:
-Guarantee the safety of those civilians who lay down arms and surrender, making looting, abuse, and other barbaric behaviour on the part of Wrethian soldiers towards them a capital offence.
-Provide for the rebuilding of their lives following the conquest, with Wrethian Marines providing assistance in rebuilding damaged homes and businesses. Additionally, conquered spires will be exempt from taxation for the year following the conquest.
-Grant partial citizenship to all conquered peoples- no forms required-, and provide a fast-track to full citizenship with bureaucrats assigned to show people how to fill out the required paperwork.

PINCER PINCER is a tactic in which we simultaneously attack both flanks of an enemy formation. It can both defensively (where we attack an enemy that is attacking our fortified position) as well offensively (in support of a standard assault). If properly executed, a pincer maneuver will lead to the enemy being attacked not only from the front, but also the sides, and even the rear, if the flanking squads manage to link. Few forces can stand up to such sudden crossfire.

There's a lot of superstition riding against the mistwatch tactic. While not terribly bureaucratic, many aeronauts believe that staring too deeply into the mist attracts the mistmaws and the attention of the angry ghosts of men who've fallen into the surface and could not be properly buried. Our men are enthusiastic about returning to the main fleet for action, but much less so about dwelling within the fearful mists and straining their eyes against it.
