I think that now is a good time to go with the Breezerider honestly, just 3 dice for now, 2 into the Windrider, and 1 for whatever. I don't advocate delaying building our 2nd Windrider for this, just getting the project started so we can hopefully deploy the prototype shortly after building that 2nd Windrider, and begin production shortly thereafter. (I changed the Breezerider from a dual core setup to a single Small one, I could change it back, if everyone would rather have that.)

Honestly, I say either go for something like this or get started on preparations for a bigger vessel or do something that will mitigate the costs of outfitting a Windrider.

Breezerider Gunboat
The Windrider has proven itself to be an effective vessel, if a very expensive one. As a result, the Design Team will be set to work on a new boat with a few of the same concepts applied which will be named the 'Breezerider'.

The Breezerider will be roughly in the same size category as the Skyskiff, but it shall be longer than its more primitive counterpart. Notably, its narrow deck will be fairly flat, with only short observation tower near the rear to disrupt its flatness, and attachment points for 3 LACs (although the rear cannon mount will be modified to allow either a Dragun or a LAC to be attached) will be placed in front of it in a straight line, with space to allow them to rotate in roughly a 270 degree arc (they can't point backwards, as that would cause the barrel to collide with the gun behind them unless they rotated their gun barrel away, and the rear gun would collide with the tower if it attempted to do so), enabling them to execute a full broadside blast to either side, although only a single cannon would be able to fire ahead as a result.

As far as crystals are concerned, the Breezerider will feature 8 Trim Crystals in four pairs: One pair near the bow and stern each for excellent yaw and pitch control, and the last two pairs in the center, although one of the center pairs can be removed to save on costs. The Core and Lift Crystal will be Small in size to support all the additional equipment, and to maintain the excellent vertical maneuvering that our Navy prides itself on.

Defensively, like the Windrider, the Breezerider also has a thin copper skin, except that it only covers the rooms where the Core and Lift Crystals reside. Other than that, it will have no atypical defenses.

The webbing shall take the shape of a C (assuming the ship is facing ->), with heavy emphasis towards application on the bottom of the ship, below the gun's broadside firing arc. But at the same time, care will be taken to not overload the core crystal, although additional spars will be ran out in order to fully satisfy an Itshana Select Core, if we choose to outfit it so, but remain empty if we don't.

I like the Breezerider, but two things:
Calling it roughly the same size category as a skiff is a mistake. In the worst case, it could result in the boat being too cramped to operate properly. Just don't mention the size. It's big enough for three cannons and eight trim crystals. However big that may be.
We aren't going to deploy a prototype of it next turn (we couldn't afford it and a new Windrider). So there's no need to rush it out. If wait till next turn to start development, we can invest four dice in it to start with (one extra progress die). I mean, I guess we could also do that this turn... but I'd prefer to be able to revise something this turn.

The final kinks in getting the Windrider from a working prototype to a production ready design are straightened out. The engineers cut the project timing a little close, but they get it done. Hopefully the Windrider class will serve with distinction for many years to come.

Here it comes, the incendiary skyskiff. If all goes well, with 4 ore and the vomit comet core, we can produce one of those incendiary skyskiffs, and still afford a windrider next turn. Those incendiary skyskiffs shoudl be relatively cheap and may be a great help to our bigger ships, by sniping enemy webs with their shroud piercing cannons and high speed, while the windiders go for the kill.

Incendiary skyskiff
This is a modification of the skyskiff hull.  One minor change is the removal of the wind travel mast to allow more space for aethersilk webbing ( and walking space for crew), but the most important modification is the single Dragun mount that replaces the 2 LAC mounts.  This mounts allows for the reloading of this muzzle loading weapon and has a wide firing arc ( ideally it should be able to rotate 90° each way).
Since the purpose is fast action, furniture is bolted down and straps ( read: ropes) are provided for crew.
