Dragun
[Time: 4 Progress: 8* (6+3) Cost: 4 (4,3)]

The Dragun project, blessed with favorable luck and a well funded design staff, proceeds rapidly. Earlier failures convince the auditors to ease off the engineers a little (as might the experimental Dragun models), and staff is able to make a respectable balance between time and efficiency. The impressive initial funding is put to excellent use, and a working model is drafted with breathtaking speed.

Dragun Cannon: 8/16 | 2 Ore + 2 Wood + 1 of Either Ore or Wood | Rushed 0 Times | Nothing Invested

Prototype!
[Efficacy: 3 Cost: 1 Bugs: 5]

It's possible our auditors should have been a bit harder on the engineers. The prototype Dragun, fired from dock, is a phenomenally impressive cannon. The night-time demonstration resulted in a glorious spear of fiery light that dazzled onlookers and garnered enthusiastic applause, but that isn't to say she is without flaw. The Dragun accomplishes (mostly) what she was mean to do: to create a mixed load cannon with lead shot and incendiary sulfur. She fires reliably, and has no unexpected issues. The problems with her operations, unfortunately, are design limitations that our engineers didn't have time to work around.

Limitations in metallurgy frequently result in considerable windage around the basic projectile, resulting in inaccurate flight. The sulfur and shot projectile is inherently structurally unsound, and crumbles readily. The shock of being fired from a cannon will cause the projectile to shatter on nearly every occasion. The lead shot within such a projectile does an excellent job of maintaining velocity, but the sulfur, at around 1/6th the density (and usually fragmenting into non-ideal projectiles) loses speed rapidly. Thus, while the lead shot can reach out to a fair range, the flaming properties are best realized at close range. Likewise, the rapid de-acceleration of burning particles means that you really don't want to fire it in front of you while moving at speed. From a standpoint of mounting it, our current mounts for the LAC will require a bit of work. It's about half again heavier than the light aether cannon, possesses significant recoil, and needs to be loaded from the muzzle, although as a plus it doesn't require power from the core. While we should be able revise our existing light gun positions to take this weapon, there are significant logistical issues brought up by the change to an ammunition based weapon that, optimally, requires multiple operators.

Of course, logistical issues is something of a theme here. While heat is (ironically) no longer an issue, substantial reinforcements had to be made in order to ensure the barrel of the dragun would not burst when firing, and the difficulty in obtaining sulfur, or a near enough replacement increases the unit cost on ore considerably.

Projected Cost: 3 ore, 2 wood per unit

It is now the revision phase. You've spent your dice, so now you get to agonize over the vote and plan your production phase while waiting for Kasgyre.

Spire Wreth's production stands at
13/y Crystal, 38/65 Banked
17/y Ore, 25/85 banked
19/y Wood, 68/95 banked
10/y Silk, 40/50 banked

Well. Shame about the cost. Nice not having any bugs, though. Kind of weird that it costs wood. Not that I'm complaining; it could cost half a dozen wood and I wouldn't care.

Cost doesn't actually hurt us, since this is a specialist weapon we will deploy in small (but very effective) numbers.

Alright. The time has come. Remember everyone, these are the results:

If we Pick A:
+We get extra dice if they pick A or B (To be fair, they get extra dice too if they go for A, too, but this isn't a bad thing, as they can't exactly spend dice more effectively than us.)
-If they pick C they get knowledge of our current fleet locations, the Boom and Zoom tactic, and the Dragun. Yes, they'll also get info on the BLOCK, Envenomed Bolts, the Anti-Flanking Tactic, and MAYBE something on the PLACE (We did finish it last turn, but we both started and gotten the prototype earlier, so it might count, might not), but they already know about those.

If we Pick B:
+We get +25 to all resources if they pick C
=Nothing happens if they go B
-If they went for A they get what's effectively an entire turn worth of extra dice

If we Pick C:
+We get knowledge of their current fleet locations, and what they did this turn and last if they pick A
-If they go with B they get +25 to all resources
-We both get +15 to all resources if they pick C too. This is a minus because we can safely suspect that the Kunai doesn't cost an arm and both legs to outfit, and the Windrider isn't quite good enough to make up for its increased cost.

Yes, this is colored a bit by my own opinions, but it does list the facts.

As for tactics:

Plan Commerce Protection
Herbie and the Windrider head back to Wreth to dock/be repaired (Respectively) (Herbie on AGILE, Windrider on Close and Engage... It's just skiffs. They shouldn't be able to punch through that shroud easily.)
The Skiffs at Three Captains head to Miner's Folly to head off any raiding of our ore (1 High Vigil, the rest on AGILE)
The 2 Skiffs at Wreth head to Verdant Vista to chase theirs off (1 on High Vigil, the other using AGILE)

My ideas go in a few directions.

1. Mutually assured co-operation.
If we want to care about this scissors paper rock game, and love, and not crossing lines, we give them the results of our research from the last two years. This removes all reason for them to pick C, and vastly increases their chances of picking A.
We could also, in the interests of duplicity, give them a fake design for this turn.

2. The double-bluff.
We say "we aren't going to discuss it, just do what your Spire would do"
They will probably expect us to imprison.. Increases the chances of them picking A.

3. The 'overwhelming information'
We all start talking a bunch on discord, some making plans and some talking shit and at the end we run a vote and choose something mostly random and sort of based off whatever hints they've dropped

Our ideal situation would be us B, them C. We could really use the resources.
Unfortunately, we cannot be sure they will pick C, and if we pick B and they pick A, that'd be real bad.
Therefore, I suggest we pick A. The only downside to picking A involves no material gain on their part- information is valuable, but I don't think there's actually much in the way of information we stand to lose. They might be able to preemptively design a tactic to counter the Dragun, that's about it. They should know our fleet's positions pretty well already, and most of our revisions they already know about.

As for strategy, Commerce Protection looks fine.

An information vacuum could help us if we go A.
Should we keep our mouths shut?

A might not have the best possible result for us, but it also has the least risk in the event that we lose this very fancy game of Scissors, Paper, Rock... (Come on, that's exactly what this is.)

Wouldn't C have the least risk? They have to choose a zero-gain solution in order to compete.

Uh, no, they can choose B and get one million resources.
