Plan C
Squad 3C: Pincushion, Full Squad; Envenomed Bolts; Cutlass, Full Squad; Silk Vest, Commander. CCC Tactics
Squad 3E: Pincushion, Full Squad; Envenomed Bolts; Cutlass, Full Squad; Silk Vest, Commander; PLACE; BLOCK (Distributed or Fire Team Only will be a Subvote, the choice doesn't seem to affect how much we get, merely who has to carry it.). Anti-Flanking Tactics
Spare Equipment: Pincushion Fire Team, Envenomed Bolts
(2 crystal, 7 ore, 37 wood, 6 silk)

Load Herbie with:
Squad 3C (2 TC)
Squad 3E (3 TC with its PLACE)
Pincushions, Fire Team; Set of Envenomed Bolts (1 TC, these are intended to equip every surviving member of Squad D with a ranged weapon and give them our newest toy for the crossbowmen)

Send Herbie with the 2 skiffs at Wreth towards TC, and deploy the troops there. (One skiff on High Vigil, the other skiff and Herbie on AGILE)
Have the forces at Three Captains maintain a lookout for any Kasgyrite scum, but still hold the fort for the arrival of Herbie (One skiff on High Vigil, as to the rest, discuss.)

Plan D
As Plan C above, except the Windrider, Vomit Comet, and the remaining skiff at Three Captains will move to join up with Herbie's escort at Haze Maze. (One skiff on High Vigil, and once again, discuss which tactic we should have the Windrider perform, and I'll edit it in here if we come to a general consensus)

(It sure is a good thing we don't care about wood costs for the moment huh? And besides, this is still actually sustainable, we could send this loadout every other turn, provided Herbie doesn't get shot down... Although with how the PLACE spews out heat everywhere, I feel we're likely to hit diminishing returns on the effectiveness of sending even more soon... I will also note that we would still have 8 ore left after this, but we should probably save up to both finish the Windrider and deploy a second one. They'll probably deploy a third Kunai soon, after all...)
(FIRST EDIT: Added Silk Vests for our commanders for some protection, and clarified that Herbie will use AGILE to try to avoid fire if worst comes to worst.)

So it is, except that you never listed what we would be loading up onto Herbie, perhaps you could suggest a separate loadout? (Like including gauntlets into the mix, for instance. We do technically have the ore to fully outfit those squads with gauntlets, but that would leave us at 0 ore, and I think we really should put some heavy focus onto bringing further Windrider production capabilities online soon...)

For the skiffs definitely, if they didn't put in a focus fire tactic it'll extend their life expectancy a bit. With the flying brick (relatively) that is the Windrider though, I'm not sure AGILE will be the best bet for it. But it should still be better than just slugging it out with the Kunai, I suppose.. We could also risk self damage with Boom and Zoom, even with the now 2% surge chance it should be more effective than AGILE. But tough choices all around, really.

On the bright side, Boom and Zoom did give us a likely culprit for that overload issue.

Not something for right now, but there has been talk of creating an officer academy- enabling our officers to employ more than a single tactic at a time, switching between them as the situation demands. Please suggest changes. Also, point out any potential for the GM to be pedantic before it happens. (Your face is the wrong use of poisoned!)

SMRT (Superior Mental Rethian Training): Listen up. If you want to serve as an officer in the glorious Wrethian military, you need two things. The first is seventy-two pages of permits, documentation, waivers, and various other important pieces of paper. The second is some basic godsdamned competence. Whilst few recruits have trouble with the first item- the process has, after all, been streamlined considerably in these desperate times- a distressing number lack the second.
Enter SMRT. Now, rather than send officers to the front without so much as showing them which end of a sword is which, we shall instead put them through a six-month course teaching them the basics of strategy and tactics. Frequent examinations will ensure that candidates are absorbing the material, with those who fail to attain sufficient scores being dismissed.
The course covers both general strategy and tactics, as well as featuring two streams- one for ship officers, and the other for marine officers- that provide more specific instruction on the tactics to be employed by ships/marines. Historical analysis of wars past will help them avoid common mistakes, and repeat common successes. Wargames will give them hands-on experience with leading troops without having to visit the frontline. Gruelling training missions will train them to react correctly even when exhausted/under stress.
The end results are officers who we can confidently give more than one set of orders, to be switched between at their discretion, without worrying about them becoming so confused by the prospect that they try to do all at once and end up marching their troops off a cliff/sailing into the side of a Spire.

Just make sure that we have enough venom bolts for EVERY crossbowman in TC.

That'll mess their days up pretty well, I should think.

Also, training should just be "NO MORE IDIOT BALL, OH PLEASE NO MORE IDIOT BALL". Forget using more tactics or whatever, just develop the ability to make basic (And correct) tactical choices as necessary.
