We are so close to tipping the scales, Tack. We MUST pull everything back and hit them with everything we can next turn. If we can clear TC, get the spire guns up and get the resources, we're going to start winning, seriously winning.

We should try to be better. That is why I am voting to not send entire ships and crews to possible death just for a faint chance of being able to rescue a very unlucky expedition. Chances are we would find them dead anyway. And then, we would only have added our ships to the mourning.

A transport was downed, there is something dangerous there.

We can't risk the transport. There is a good chance we will want to send it to TC, and if not, we will want it to go to WS fully loaded, not empty.

Object: Report on the reasons for peace

As per the request presented to our department, in this document we shall summarize why we believe that peace, at this time, is the best possible outcome for Wreth, its citizens, its future. We will start by analyzing the causes of the war, moving then to the perceived gains of war, the proven benefits of peace and finally a closing summary.

The war started many years ago following a specific fact: the assault to our demispires, of which we suspect Kasgyr to be the culprit. The war goals were therefore two: to recapture the lost territories and to punish the aggressor. The former was clearly achieved a long time ago, while the latter is arguable and will be expanded upon during the end summary.

The war is considered by most of the bureaucracy to have several benefits for Wreth. The recent improvements in our technology are certainly unprecedented, we managed to occupy one of the belt spires and military victories were certainly galvanizing, acting as a catalyst for support. Increase of technology and available resources is one of the main arguments you will see war proponents use to justify their beliefs.

But what is the cost? First of all, the supposed benefits are negated. The new technology is entirely dedicated to warfare, hardly finding the time and resources to spare to benefit the civilian world. The resources, we own them. Theoretically. However, our only territorial conquest, the spire of Three Captains, is permanently blockaded by the enemy negating any of its benefits. The easiest, fastest and least expensive way of accessing the supposed benefits of the war is, indeed, to sign a peace treaty allowing us to finally exploit the new land. But not only the supposed benefits find themselves negated, there are also other costs. the filing of condolence letters and government pensions for widows is at an all-time high, with hundreds of men perished just in ground combat, without even counting fleet warfare and factory accidents. The quality of life of the average person has lowered consistently in the last years, both in terms of material wealth and of happiness. Rationing restricts access to goods and grieving for relatives is found to be anti-correlated with satisfaction in life (with minor exceptions).

In the end we have to ask ourselves: what are we fighting for? Why is the war worth continuing? Why should we keep paying the price? The reclamation of land was successful, with territorial gains made above what was our by right. The punishment of the supposed aggressor can only be considered achieved by most moral people, since they have paid a price no lesser than our. And any further progress at this stage can only come through great blood, pain death. Then why do we still insist? as a rational actor, why do we continue?
The conclusion presented here is one: Wreth is made of rational actors, but rationality is only a mean to an end, and it has been hijacked by people whose goals conflict with the good of Wrethian people as a whole. Rationality and bureaucratic process have been perverted in service of pride and greed. This marvellous structure we all built, to serve and to protect, to work as a well-oiled machine for the perpetual wellbeing of Wreth shielded by human failings, is failing. Parts of the machine have lost sight of the whole and only see what is around them. Instead of undue suffering and dead people they see meaningless numbers to be expended, in service of glory or material gain for themselves, no matter the (for them insignificant) cost.
The bureaucracy of Wreth is a beautiful thing, which worked flawlessly for so much time that only deep archivists still remember how it started. It shielded us from oppression internal and external. It moved us forward at a steady pace where lesser systems would have failed. It represents a dream: flawed humanity building a flawless machine that can rule everyone fairly and equally. But the work is not yet done and the machine is broken. But what is broken can be fixed, and the first step in doing so is eliminating the main symptom, this needlessly long and costly war. Only then we can dedicate our time and effort fully toward our national vision.

We therefore fully reccommend the involvement of the Department of civil disorder in this discussion, in order to implement the propositions of this document.

Three Captains

The scout at the Three Captains delivers another timely series of reports.

A transport, escorted by three skiffs, arrives at the Three Captains but does not dock. They do not, however, arrive from the direction Spire Kasgyre. Instead, they come from the direction of the belt.

Another Viper, fully equipped and armored, arrives from the direction of their own territory.

A viper and three escorting skiffs leaves the airspace of the Three Captains, heading straight for Wrethan territory.



The Unfinished

The ships previously moved to stand ground at the Unfinished move back to Spire Wreth to prepare for further combat.

The remaining skiff at the Unfinished delivers an a mostly uninteresting report. No enemies sighted, no suspicious shadows, and the shadowed resources shipments delivered by the master continue to make timely appearances.

The report is saved from being entirely uninteresting by reports of strange noises from the Unfinished spire. Not screams or anything like that, but deep low groans and sounds like thunder. The sounds are irregular in nature, and die off a few months after being initially observed.



Miner's Folly

The watch at Miner's folly reports enemy contact, and the loss of several shipments of resources reinforces the notion. Despite many of the raids occurring near dusk, spire gunners are confident they've been able to down at least one of the enemy's skiffs and land scattered hits on the shrouds of the other vessels.

Sadly, this has not prevented them from having an impact on the demi-spires production.

Spire Wreth

Two additional squads of Marines are trained, two more comets are constructed, and the WOSV Payoff Windrider is brought into service.

Two professional prospecting teams have also been send to oversee local mining operations.



Event Outcome: Loss, though I admit I went back and forth over this one for a considerable amount of time.  Because of that, I'm awarding a consolation prize of two dice.


It is the beginning of the year 374 AR.

revisions have no diminishing returns if done before project completition, so we definitely have't revised EMERALD as much as it will take.
