Tactic: Kill-Zones
Our fortification tactic is adequate with the amount of defensibility it provides, however whilst we make our ground more suitable, we do nothing to impede the enemy ground.
With this tactic, heavy guns (and potentially other explosives) will be used to destroy cover in an area around our fortifications, making the approach to our lines much more fraught in the absence of a PLACE gun covering that angle.

Another idea:

Basic Camouflage Paint
Kasgyrite Airships have consistently gotten the drop upon us, only once have we managed onto them unprepared.

With this, we take more proactive measures in assuring that they won't so easily find us; our ships will be covered with a pale blue, almost white, paint; with which it should blend in much more effectively against the Mist below, the skies all around, and against clouds. Really, the only things it shouldn't blend in with are storm clouds off in the distance, the spires themselves, the sun, and if we somehow get our ship in between two of Kasgyr's without them noticing beforehand.

It should be noted, of course, that this one single color of paint cannot cover all eventualities, the Mist is more white while the sky is a pale blue after all; however, the paint will share greater similarity in color to the aforementioned things than brown wood or gleaming copper.

Demi-PLace

A PLACE cannon downsized to roughly half it's original size. Lowered weight and size means lowered cost and easier transportartion (for both men in tge field and ships). The Demi-place takes advantage from advances in the LAC to allow it to use an Itshana weapon crystal. Using such, it is as dangerous as a PLACE. Even without it, it remains dangerous.

Chopping down the barrel to SUCKERPUNCH standard and shortening it, sacrificing unneeded accuracy for reduced cost, should lead to dramatic reduction in the cost of a PLACE. The lessened weight should also reduce the necessity for reinforcement on the support structure itself.

Building on the failures of last time, attempts are made to expand our dockyards to their full potential in whatever ways necessary.

Notice that this doesn't actually do anything? This is simply drawing up plans to justify later infusions of materials. Basically this is revising our docks to allow buying more capacity and/or speed at a later date (say, next turn?). Obviously since revisions are free, we can't buy improvments directly as a revision.
