I agree with your reasoning.

I'm fine with fragmentation revision, but why use copper coated iron instead of simple copper?

I'm not so sure on the fragmentation revision. It'll make the grenades far more effective certainly but I worry that it would make them more expensive in terms of ore and we are already strapped for ore as it is.

To enable rusting iron fragments to get into an enemies body I would imagine.

Also, iron is heavier, and mashes a better penetrator than copper. It's not like anything bad happens if the iron rots. It's not comprising any working components after all.

Voting for maneuvering flaps because it will make our skyskiffs more competitive.

Ah, well, since there's still some indecision, I'll go jogging and see how things look after.

I think the plan is to do a complete redesign of the light ship at some point, and retire the skiff design entirely.

I'm sure they could fine a use for grenades as improvised blasting charges.

Okay. Three way impasse. This is my opinion on the three revisions, and why I think Ore Extraction Techniques is best.

Fragmentation carries a risk of an additional ore cost, whilst the effect intended already occurs. to quote the design report:
Quote
The grenade casing provides little in the way of fragmentation, though that goal is usually achieved when the ground below the grenade explodes due to thermal shock.
So whilst it's true that a grenade detonating in midair will not cause fragments, any grenades near a solid object will. I think that is good enough, as if we're throwing into the air we're probably not fighting in a spire any more and there are better weapons to choose.

Maneuvering Flaps would have best effect when included as part of a design intended to use them, like a fighter-craft or something to cross the Calm. Otherwise we'll have flaps suboptimally tacked onto a ship that wasn't designed for their presence or use.

Ore Extraction Techniques is intended to help us escape from the payday-to-payday cycle of ore production. We can not produce anywhere near the amount of equipment we want to because we don't have enough ore (or crystal, I wouldn't be opposed to switching to a crystal manufacturing revision if there was demand). We have got to the point where we can't spend all our die on projects because we can't afford the resource costs. Thus in my opinion dice are less valuable than ore, so spending a die (and only a die) to increase our ore income is worth it.

Ore Extraction Techniques
Efficacy: 1
Mining guilds are not easy groups to work with, much less improve. It's damn near impossible to find anyone willing to admit there's room for improvement, let alone admit weakness by actually requesting help from the crown to outfit their laborers. It's an infuriating game of trying to get around the Kasgyrite honor that both prevents them from admitting weakness and accepting charity. You get a bit more experience in dealing with your local brand of political idiocy, but not much gets done.

It is now the production, deployment, and tactics phase.

Spire Kasgyre's production stands at,
13/y Crystal, 14/65 Banked
17/y Ore, 17/85 banked
19/y Wood, 47/95 banked
10/y Silk, 35/50 banked

Well we wouldn't have done any better with any of those other revisions, so lets move on.
