Just for confirmation, all actions for both the pre-game diplomatic phase and than the war phase, does it need to be posts in the IC thread or can it be PMs? I noted that private diplomatic messages can be sent to other players, though. And also that diplomatic confirmation between two provinces is needed in the IC thread

We have to keep one military unit in our capital even on Turn 0, correct? And there seems to be a 'Capital' icon that isn't used, is that intended?

Also, what does it mean by "You need to 'spend' 1 Corps to staff and garrison the complex." for Military HQ?

To build a Military HQ you have to consume a corp there. The fluff is that these soldiers then staff the buildings.

2 from Capital, 4 from 2 Agridomes, 1 from Socialism = 7
9 from Technocratic Academies, then +2 from Socialism and +6 from a Technocratic treaty = 9+8
