Do some research as to other systems that use a transmitter of comparable power to the large one. What sort of stations and uses are such transmitters mounted to or used on in the Imperium?
Such an omnidirectional transmitter could have many uses. Since it isn't beaming its power, it may function as a lighthouse to assist in navigation across the system. It may also be broadcasting a signal like a radio, perhaps for announcements on a system-wide scale, or maybe to send orders to mass number of receivers scattered around the system.
