Not all miracles are created equal. A large transformation will be harder than a small creation, but in general, the cost (from most to least) of each miracle is as such:

Creation > Transformation = Destruction > Control

I'd be looking for 2-3 days of forum inactivity, at which point I'd give them a final PM as a warning, and then we'd move on to the next player on the waitlist
