I'm thinking of making an Elan Psion. I'll have to look into psionics a bit more (and figure out what vampires would make of a biologically-immortal aberration).
Unspeakably flavorful, and a bit disconcerting. Vampire's like thinking that their immortal makes them intrinsically superior, hence why the group most of their Kine races into the heading of 'mortal'. Elan, being immortal, are something of a wrench in the clockwork. Elan need very little, which makes them very difficult for the necrocracy to control, and that makes them dangerous. Elan have always been a bit secretive about what they are, and the current state of affairs has changed very little about that secrecy.
The only problem is that their wealth of experience can lead to problems during the Tasting. It's a manageable problem if you're less than two centuries old, the gourmands don't exactly get details when they feed, but if you lived through the fall of the mortal empires and witnessed the rise of the Necrocracy... Well, that tends to leave a rather distinctive flavor profile.
Can you tell where I am going with this?

Tentatively interested, depending on the books allowed, mostly seeing if the book of nine swords would be legal rules-wise here as one of my character ideas (Or several of them) relies on the classes in the book.
Tentatively, yes. The Tome of Battle is OK. However, it means I'll have to have a bit more care talking to people who want to build melee-ish characters.
I like the Tome of Battle because it lets might get on a slightly more even keel with magic, but it's also one of those things that's easy to run away with on both sides. Including the book means that vampires who originally specced into the Duelist prestige class (which is awful) to represent bored centuries of honing martial skill will instead be studying much deadlier abilities.
Ah, one thing on that front: Do not build towards a Ruby Knight Vindicator.

Should be cleanly available 21:00-~02:00 (GMT-5) pretty much whenever, but can make it a few hours earlier without too much trouble (especially if you don't mind me wandering off to find food). Anyway I hate everything I've ever written so I should probably post it now.
Nok Saixth (translating very loosely to "Fifth Pawn" in the vile tongue of benthic horrors) is a tall, stately kobold with volcanic coloration and an evil cast. The loyal (and presumably fifth) seneschal of the aboleth Gorglthloklth, Nok Saixth meticulously records the abomination's unthinkable experiments on living victims, organizes its servants and slaves, and handles tasks too mundane for the venerable Lord of Five Brine Towers to bother with. As the meticulous, day to day hand of his master, it is often Nok Saixth's piercing, ever-measuring gaze that haunts the nightmares of slaves and servants, rather than the indiscriminate glare of Gorglthloklth.
Of course, that's when things are going well. Nok Saixth has a bad habit of losing his composure at needless difficulty, disrespect, incompetence, and so on, often savagely beating servants and slaves (the damage of which tends to be more psychological than physical) and ranting in a yappy pidgin of Draconic and what he's picked up of his master's vile tongue from similar tirades. More than one visiting dignitary has terribly upset Gorglthloklth's "fancy pet in people clothes" by mistaking it as such. This has only gotten worse lately, since, well...
Located a full mile out to (shallow) sea, Five Brine Towers serves as one of the centermost of a series of fortifications meant to defend the mainland from aquatic excursions. Too isolated for malnourished slaves to escape, yet on the very doorstep of the valuable and influential; in a difficult position for most, yet perfectly suited to its aquatic master. Truly a perfect arrangement for a creature of such incomprehensible evil and guile.
Even so, there is no excuse for failure.
After the local Necrocrat became displeased with Gorglthloklth's results in living experimentation, the aboleth suffered a rather precipitous drop in station. While still nominally in control of its domain, it now faces great difficulty finding useful test subjects, capable servants, or even meetings with anyone of importance. Its rage at this turn of events is nearly as deep as its evil, and ranting tirades now echo frequently through the halls of Five Brine Towers, both audibly (if in an incomprehensibly vile tongue) and psychically.
While Nok Saixth is considerably less concerned about this turn of events directly, it has resulted in a decided increase in obstacles for the seneschal, and thus yappy tirades and beatings delivered with slightly more force than a cat. This, in turn, has added somewhat to the overall sense of misfunction and decline in the outpost of late, and the according concern spreading through just about everything inside.
The loyal seneschal is not without his own plans, of course. In contrast to his master's fiddling with organic matter, Nok Saixth has a deep interest in purely mechanical servants. If his initial testing goes well, perhaps he can replace the tower's bumbling morons with flawless effigies, thereby improving efficiency and taking pressure off his master...

-A 100 page spellbook costs 15gp, or 1.5sp per page. A loose sheaf of parchment costs 2sp, or 4sp for actual paper. How much does a normal book cost? Or is a spellbook just a normal book which is why actually scribing (extra) spells in it costs extra?

cutebold kobold innovator is just what the Necrocracy needs to precipitate another labor revolution! As far as vermin effigies go, that seems fine.
In the OP, it's mentioned that you have an addition 600 xp on top of being level 6. If you want to create magic items (including effigies) before the game starts, you use that pool. As for how much you spend that's on you. Logically speaking you'll want a fairly decent construct for personal defense, something akin to what a melee class might spend on weapons and armor.
A blank spellbook is in the PH as costing 15gp, so I guess you get a discount on paper when you buy in bulk.
As far as things to spend money on, try looking into the 3.5 Magic Item Compendium book. There's a metric crapton of useful items in there. I should probably add it to the OP books actually. And the spell compendium. So many things.
