You decide not to send any expeditions for now. Perhaps another time.

Your lack of funds is something that certainly needs to be addressed though, so you announce to the colony the creation of an annual tax. It should be just enough to cover your payment to Nirus at the end of the year. A few people grumble, but they have been living tax free for a long time, so it is to be expected.

The colony is running smoothly for the time being.

Medical Production:
The wasteland above has proven to be a dangerous and unpredictable place. The production of medicine will surely be an invaluable asset to any communitie.
You and your small dedicated research team have have developed 2 different products. The first was rather obvious. Your vault has a rather extensive seed library in one of the upper chambers, and it was an easy thing to defrost some poppy seeds and look up the production process for morphine.
The second product was a much more impressive affair. One of your researchers on a side project had crossed a useless surface weed with an older variety from the vault banks. The resulting plant is not worth anything itself, but it creates a very specific autotoxicity in the soil that only a few types of bacteria can survive. One of these strains happened to produce a powerful antibiotic as a natural defense mechanism against other bacteria. Outside of the specific environment provided by the plant it was rather ill suited to the wasteland, and as such exposure (and resistance) to this antibiotic is minimal is most of the modern pathogens. It is very good for killing infections, but has a tendency to wipe out gut bacteria, and in very rare cases can cause paralysis from the waist down. The drug has been nicknamed "Blue root" by you scientists.
The production process is somewhat expensive for either medicine, but more so for blue root. 1 case of morphine cost 2 micro, and blue root costs 3 micro. The production of any more than a little in one year will also have a detrimental effect on food production, as they require the dedicated use of your hydroponic farms.

Sell morphine to our boss, see if we can make it a regular thing?  It does make people happy after all.  We could go all breaking bad.

You decide for a case of morphine to be produced, and all other work to be directed to the project.

The work crew themselves produce a further 1 macro and 1 micro production.

You have completed the village project!
The village is a mix of grey concrete from the ruins and reddish stone from within the vault. There is lots of corrugated steel and almost no wood present. The houses are built with flat roofs and no gutters. The extra work provided by the work crew is used to build a low stone wall around the village, and someone paints a few murals on the bigger buildings. The main road leads right up to the vault entrance, which also marks the town center. By pre war standards it might be considered impoverished, but it is well built, and the open air is wondrous to people used to living in a cramped overcrowded vault. The open work areas and facilities constructed here will provide you with another 1 macro and 1 micro production.

Your search party has brought you news at last! During their expedition yesterday they came across what looked like a makeshift campsite to the west. Some of your missing scouts equipment was found here, including the environment detector. Shortly thereafter the group came under attack by some sort of large reptilian creatures that one scout described as "busting out of the ground". Thanks to quick reactions and the guns present within the party the creatures were driven back before you took any casualties. It is noted rather gravely that although they put several rounds in them, none of the creatures were killed, and no body's recovered. The party concludes that it seems unlikely that the original scout is still alive.

In other news, a small family of wastelanders have arrived, apparently having heard your vault described as a "haven of pre war prosperity, ruled by an omniscient AI". They seek to settle in your community. While this is only one small family, it occurs to you that you should set a policy on further immigration.

A). We built a wall, let's use it. Immigrants and unauthorised visitors will be turned away, with force if necessary.
B). These waste landers would likely cause tensions, and be unable to integrate long term with your citizens. Your settlement is open for passage and trade, but immigration is forbidden.
C). If they consider us a haven, then a haven we shall be. All will be welcomed here. Immigration, trade, open passage, it is all allowed, encouraged even.

The Summer months have ended. It is now fall.

I think we should see about expanding our hydroponics If we can. Food is going to be scarce out in the wast land and we don't rely as much on the seasons.

I agree, though seeing our lack of ability to expand underground, we would have to make some sort of greenhouse in our new village. Which also means we could grow more medicinal components without harming food supplies.
Though, just a note for the future, we're probably going to need to construct some sort of medbay/hospital, which might also help in the creation of more medicine.

We should make some sort of high powered rifle to deal with the burrower things.

Also what should we name the burrower things?

Lets go with B for now.  We can always open our doors later, once we are no longer desperate.

Something resembling an SKS could be useful for us, seeing both the lack of training our security forces have and potential for hunting/defense.

Nirus' folks might know a thing or two about the lizard burrowers, and could provide some assistance when they come around, seeing the pledge to protect they gave us.

If we hope to master the wasteland, then we must embrace those who have already done so. Migration is fairly low for now.

With the completion of the village project, people have been proposing new projects to you. You only have the logistics to manage one project at a time. Some engineers from the vault think they can set up a radio tower, given time and resources. Some of the new wastelander immigrants are asking for help establishing their industries here. The cricket farmers are the loudest of these individuals. Additionally, one of your guards thinks you ought to expand on the wall around the town. The plan details an 8ft tall wall of granite with electrified barbed wire at the base and portholes for turrets. 

A) Support the Radio Tower Project.
B) Support the Cricket farms.
C) Support the defensive wall.
D) No new projects for now. Let's get some other things in order first.

A) Conscript another workforce for the new project.
B) Hire a workforce for the new project.


An Emissary from the eastern enclaves has arrived!
He pulled up this morning with two bodyguards. All three seem to be armed with a kind of rifle you have never seen before, and the bodyguards wear form fitted powered armor. All three men are completely bald.

The emissary speaks plainly, and seems not to care that you are an AI. He begins with history. "Until a few years ago, everything east of the mountains used to be independent. The tribes respected this, and made no claim to the land. Nirus was an outcast from the tribes, thrown out for his embracing technology. He conquered one of the enclaves and set claim to all settlement around it.
We did not like this, but we did not want to risk a pointless war with him, so long as he held only one settlement. His claim to your settlement is disturbing, it implies a change in policy. Should Nirus try to expand into an empire, we will have no choice but to go to war with him. We would like you to help us. You could end this war before it begins. We want you to break ties with Nirus, and declare yourself and independent enclave. We will provide you with military support to protect against retaliation. We will also open trade with you as we would with any other enclave." He says this as though it is a rare thing he offers you. "We would hate for you to get caught in the middle of our hostilities..." he adds ominously.

Such a strange encounter. He awaits a reply.

A) Very well, we shall break ties with Nirus in return for open trade and military support.
B) Very well, we shall break ties with Nirus, but we will require more from you. (Negotiate. Locks in acceptance)
C) A war is unnecessary. We will prevent further aggression on Niruses Part. (Refuse, and Placate the envoy)
D) A threat to our Patron is a threat to us. You will not leave this Vault alive.

B, tough decision to make, as it would be very nice to be independent, but we're not completely sure on how trustworthy these people are. Though these guys don't seem to be totally ignorant savages, so they could provide us with a bountiful amount of information about our surroundings. If we could pull some weapon schematics off of them that could be good too.
