Unfortunately, the Army suffered a defeat three days west of Karasau; the rabble fought pretty well for rabble, and your commanders decided to retreat northwards and recover. The 'King of Parsia', Odish Padawan, has retreated with his 'army' to Karasau.
Speaking of Karasau, Spymaster's agents bring news; the citadel has fallen, and the Methiantese subjects in the city suffered a grave butchering; hundreds, if not thousand, of Imperial scholars, priests, merchants, officials and their families were thrown off the walls of the city or strangled to death, both customary methods of Elevens to get rid of traitors and blasphemers.
Just as the Marshal is asking for a council regarding the armed rebellions, a messenger from Duchy of Eval has arrived.
As it turns out, the Evalian noblemen decided neither to stand idle nor wait for your orders, and their army - mostly light cavalry - has crossed into Methiant-Cydwyl, and are rushing eastwards to deal with the 'Parsian' upstart.

A) I gave them no orders! Turn them back, and remind them wait for Emperor's request next time.
B) Finally a reasonable and loyal subject. I wish them glory and victory against the Parsians.
C) Parsians are a rablle, noblemen are a threat; Evalians should be redirected to Cydwyl.
And as it turns out, despite the continuing victories against the rebels, some of the commanders would feel safer if they had more troops under their command. They're asking that the peasants and others be mobilized into fighting for a year.
A) And to give the commoners another reason to get angry? Heck no!
