Screw it. Now we have enough happiness and authority to Establish Scaling Tax.

To make matters better, our strongest are situated in independent duchies, and will not be affected by the edict, so those with the best means to resist the tax will not have motivation to lash out against it.

Defense before Money. Also, it feels weird having so much control over land. While I still really wouldn't advise it, I dare say we may even have enough power to take over Eldrican. Also, is that black spot next to the name of our empire supposed to be there or not?
