Just, anyone who wants this, I understand the appeal of paper money and central banking. Okay, but why would we give the keys to our economy to a foreign power? Especially one stronger then us.

That totally relies on them keeping more of their assets in our borders then they keep of our assets inside their borders. Which, why would they do that? We're surrounded by holds, they can keep the majority of the holdings outside and only keep enough on hand for "expected demand". Which is certainly going to be a lot less then our entire empire is going to keep in their banks.

This isn't really even banking, we're essentially just renting space in their vault. They aren't paying us interest, and withdrawal carries (probably quite substantial) fees. We're essentially just paying them for the privilege of taking all of our gold. So they not only have their hands on our cash supply, we have no idea of the actual value of the scrip they give us is. It could be that nobody except maybe the Eldricians (who apparently have very good relations with the dwarves) will even consider accepting scrip instead of coinage because there are no dwarves around, or they're not convinced it's real, or they want to spend it somewhere that will most definitely not accept it, or any number of other things. On the other hand, we know for certain that anyone will be happy to accept our metal coinage.

You decide to deal with Parsian rebellion first.

As it turns out, one of minor local nobles in eastern Parsia has convinced the preists of Eleven Graces that he is bound to free the proud Parsian people from the yoke of western weaklings. So they've annointed him with oils of the Eleven and told 'go, and kill the Methiantese', because as far as it goes, this man, Manan Kakebab, has took over a small garrison and from there, he is directing his supporters to assault Methiantese people, be it soldiers on patrol or ordinary citizens. So far, his efforts are very local and others elsewhere in Parsia aren't willing to help him.

A) We ought to negotiate, he is doing more harm to Parsia than us!
B) A small fly, he will die off before he gets anywhere.
C) Do you hear that? It's the sound of our Army kicking his face in!
