Previously we got a roll bonus for higher spending, I didn't see that this time. Looking back though, the case may not be clear-cut.

I see. I had the opposite interpretation of B, that it meant doing less in the sense of not treating the immediate outbreak, but holding back for the spread.

Fortunately, you have to do nothing about it; the Tiftif region was both spared by the plague and experienced a very good harvest this year. Wagons and caravans of foodstuffs and wine are being sent southwards to sate the hunger and quench the thirst of your subjects.
