I'd rather no edict but Religion Tax just because I find it better than revoking our recruitment offices. The recruitment offices have been rather nice and useful so far. Plus our economy looks like it's currently going up even with the festivals we put on so I don't see a reason to revoke the recruitment offices.

Also I agree rights are horrible.

What war? We voted down action against Eldrican. The operations in Orcworld haven't used more than a handful of soldiers so far.

I think I remember that previously when we hit the army cap, the recruitment offices were shut down for lack of need. If that's true – although I haven't found the reference post yet – we might not need to actually revoke them. We would want to be careful about the cost springing back when the army dips down though. On the other hand if my memory is wrong, the budget can carry them through this year still. (Searching will continue.)

I am against the religion tax because of personal inclination, unhappiness concerns, and furthermore the possibility of angering deities who have been known to be active in the world (see: Gubta Plague); I think we could at least wait until we know what the trade delegation to Helliste can do for us.

Okay, so I think I found what I remembered at EoY 1144:

"Most blessed leader," Begins the Advisor. "The policy of cutting budget tight has proven to be effective. Our Treasury recovered somewhat, especially after we had to lay off some recruiters; the influx of men they create couldn't be paid by the Treasury. The higher taxes helped too, of course."

Accounting was a little bit wobbly with multiple things happening that year but from a quick once-over it looks to me like the savings was real.

Again, keep in mind that this expense will return if when the army goes down, meaning we should reserve a point of income during peace to pay for it during war.
