As a double size loan this could be as large as 5 or 6 but I really don't know.

We can't afford "full" funding and the recruitment offices (see below) without running deficits again. Even if glass comes in at its best we would only break even.

hold a bit the budget, but bring the diplomatic corps from the edict, they can bring us profitable deals with foreign people and we return to our usual budget

I'm not entirely convinced that making edicts costs authority every time; the data are mixed in that it went down even when we proclaimed nothing (wars, low resources) and went up (presumably thanks to Statesmen) in at least one year that we did.
