NPC's are pretty good about keeping their own promises, but the next generation not so much about honoring declarations of the past.
Abis I'm not worried about, we can send her off with as much goodwill as possible.

Cyl starts wars it seems anytime the army score is above 5, and negotiates no terms but complete fealty. That's part of how he ended up in a poorly won war in Eval that made it near impossible to defend against Agaresians in Cydwyl and totally impossible to send troops against Damdamians in Lametania. Back in the days of charismatic Yoe I when people actually voted to talk things out, we had the occasional disruption to peace but never more than one enemy at a time.
