When the dwarves faced looting, we made a good faith effort to stop it.
When the dwarves demanded payments for crimes we had helped to end, we tried to talk it through and they refused.

And finally the dwarves destroyed our weather artifact from afar, an act surpassed in its cowardice by its barbarity.

Do they even understand what they've done?! This is about so much more than the value of a fancy stick. In their pathological arrogance they have guaranteed that tens, if not hundreds, of thousands will suffer starvation and plague who never once in their lives wished them the least harm.

And even after this outrageous act of war, greater than any human has ever inflicted upon Methiant and likely ever shall, we asked for financial reparations that we might invest to alleviate the suffering by other means. The dwarves answered with contempt and scorn.

No more will their metaled walls breed such deadly carelessness. D Let them live in concert with us and with the wider world, and understand that they are not a strand apart but rather a grand decoration woven into the web of time. It is up to them whether that thread be tarnished or shining.

(Actually I want them to travel here, to face the people whom they have wronged. But I can certainly accept a quick D since that's the endgame anyway, and we need to settle this before the Zonalath contingent does any further damage.)

A week later two reports come.

One is from Queen Dogethe. Having little soldiers to spare due to certain difficulties in the north, she has instead blockaded to dwarves of Zonalath, if such sneaky earth-dwellers can be blockaded, from leaving their mountains. She has dedicated little over three thousand troops for that.

The other is from your commanders in the west.

They faced the Gubta in battle and they were horribly routed. Almost a third of your men in Ceodwell has been lost, and the rest is fleeing towards the border, hoping to stand firm at the border forts they've captured earlier.

They also had some luck in finding out the involvement of the Gubta after capturing some foreigners; apparently Calahan III struck a deal with them! They were to repel your armies in return for some sort of tribute and other concessions. They weren't able to get more details though.

Few days after that, you receive a letter from your officers in Zasistost; the dwarves refused your demands. After another round of negotiation, the dwarves of the eastern citadel are willing however to send you some money as tribute in exchange for their continued independence.

A) They don't seem to understand their position! Pester them more till they give in to my demands.
B) Some money? They better refund the Rainbow Scepter, or else!
C) Fine, that's fine, I've got more important things to do than to deal with some stubborn shortstacks.

B See if we can't get a replacement artifact before settling for cash, though. This is the very minimum required for reparation, but we might let them get away with it because with Gubta in the field we don't have time to outstubborn dwarves. Instruct the negotiators to emphasize the "or else!" with demonstrations if need be.
