The message from King Salus is full of cheap flattery, and a counter-proposal. He is hard on wealth himself, but he offers to compensate later and sponsor Estant's luxurious wedding whenever he will be ready to marry someone.

Tis the issue with the squishiness of language. That and could mean "in addition too" or "via"

"You agree to give away Southern Territories to Lametania in exchange for troops, money, and you set the girl up with your son (whenever you get one), as you're already married and the girl in question is barely thirteen."

This wasn't no simple marriage. We gave up a large chunk of land for that marriage and for him simple break his oath means he better be willing to pay. Otherwise the deal should be void and we should get our land back. As he hasn't given us two of the things he promised yet. How can we trust an oath breaker to come to our aid anyway? He's shown he is willing to cheat us and go back on his word already. We shouldn't even be settling with vague promises in the first place considering he is just as likely to not do so when it comes time for him to pay. In fact I'm changing my vote to D. Strike them while their weak from the monster.
