My only worry is that CC will martyr them, while CB will hit them where it hurts; the wallet. If they can barely run as is, further taxing them will hamstring any other efforts to fight back.

Good point.  Changing to CB.  Beating up priests might create martyrs, taxing them just makes them look like pinchpurses if they refuse to pay.

"Your Majesty, I bring an urgent report. It seems that Alldivines have been gathering their warrior-priests since the botched council. Their lending of mercenaries to nobility and foreigners ground to a halt, and both veterans and fresh recruits are being gathered within the Cloisters. My spies penetrated the Tech Cloister, which is both largest and closest to the capital at the moment, and, if their counts are right, there's already almost one-and-half thousand able-bodied men within the Cloister's walls."

You decide to...

A) Abolish the religious edicts, lest some gruesome war starts over them.
B) Abolish the Religion Tax, to show that you can be reasonable.
C) Drop the topic of compensation for the Fela incident, and make amends.
D) Press the Alldivines to yield to your demands for compensation.
E) Tell the Army to seize the Tech Cloister to prevent another incident.

D You really don't want to do this Alldivines. Cyl has never been one to back down and it's almost always ended badly for everyone who's provoked him into vengeful rage.
