You receive news from the west; apparently Tetan I of Eldrican begun reforming his military to a more centralized model that will also make use of mass cavalry; both heavy cavalry for shock value as well as fast and agile skirmishers equipped with bows, a la nomadic tradition, quite possibly to help the recently conquered nomads integrate into Eldrican society faster.

Entirety of the Army is shaken by the report made by some government bureaucrats, who were investigating rumors of lack of discipline that begun to surface in recent months.
Apparently, the influx of mercenaries and other lowly folk from abroad brought a new level of lackluster performance amongst your soldiers and officers alike, and nothing was done in recent years to instill some discipline and drill into the newcomers. According to the bureaucrats' report, many thousands of soldiers aren't worth their pay in the Army, and hypotethically would run away at first sight of trouble.
The military council is aghast to hear all this. As soon as discussion begins, it's obvious that two topics split the officers minds: what to do with the worthless mooks, and how to alleviate this problem so this won't happen again in the future. Some believe that numbers are needed, some call for removal of the unworthy. Some believe that recruitment offices are at fault and need to be removed, others say that a proper codex of training and discipline needs to be issued, so even the most inept of wagabonds can be made into highly trained professionals.
The final say remains with you, of course.
As for the undisciplined soldiers...
A) Clearly, we must purge the weed within our Army!
B) Strength comes from numbers, and we need them all!
As for military tradition and administration...
A) Revoke Recruitment Offices Edict.
B) Issue the Codex of Training Regimen.
C) This is superbly rare thing, we don't need extra precautions here.
