1152 AD, Spring

You hear that Estjalf of Cydwyl and young Lady Alissa are going to marry. Few days later you receive a simple letter of gratitude from your half-sister, Valhelma.

1152 AD, Mid-Spring

You receive news from the west; apparently Tetan I of Eldrican begun reforming his military to a more centralized model that will also make use of mass cavalry; both heavy cavalry for shock value as well as fast and agile skirmishers equipped with bows, a la nomadic tradition, quite possibly to help the recently conquered nomads integrate into Eldrican society faster.

Entirety of the Army is shaken by the report made by some government bureaucrats, who were investigating rumors of lack of discipline that begun to surface in recent months.

Apparently, the influx of mercenaries and other lowly folk from abroad brought a new level of lackluster performance amongst your soldiers and officers alike, and nothing was done in recent years to instill some discipline and drill into the newcomers. According to the bureaucrats' report, many thousands of soldiers aren't worth their pay in the Army, and hypotethically would run away at first sight of trouble.

The military council is aghast to hear all this. As soon as discussion begins, it's obvious that two topics split the officers minds: what to do with the worthless mooks, and how to alleviate this problem so this won't happen again in the future. Some believe that numbers are needed, some call for removal of the unworthy. Some believe that recruitment offices are at fault and need to be removed, others say that a proper codex of training and discipline needs to be issued, so even the most inept of wagabonds can be made into highly trained professionals.

The final say remains with you, of course.

As for the undisciplined soldiers...

A) Clearly, we must purge the weed within our Army!
B) Strength comes from numbers, and we need them all!

As for military tradition and administration...

A) Revoke Recruitment Offices Edict.
B) Issue the Codex of Training Regimen.
C) This is superbly rare thing, we don't need extra precautions here.

BB. The new drill should be enough to enforce discipline on the useless ones we have now, no need to throw a bunch of people out then retrain new ones when we can just retrain the ones we already have.

I've not been a fan of the Recruitment Offices except for dire emergency. They have 50% success, essentially turning 1 Economy into 0.5 Army. I believe it's a poor rate of return. I also think there are those voters who will refuse to be swayed, even when the offices cause problems such as this.

The Training Regimen makes our regular army recruiting also subject to an unknown percentage chance as some recruits get thrown out. We would need to continue paying recruitment offices just to keep up "normal" growth.

On the flip side, Training Regimen is also supposed to make the army more effective overall. Extra bonuses on the combat rolls never hurt. I'll grant that.

But auugh! I really want to spend on something besides the military. Counting Army, Recruitment, and Fireblood Court, it uses 5 points of spending every year. Out of 6 points regular spending – and that other point is the Bureaucracy, which pays for its own cost with population bonus taxes.

We have what looks kind of like a tech tree where we've seen some edicts that open up more edicts and we can't invest in the future because the army sucks up literally all our money in the now. Our one venture into mercenary work got us a contract in default rather than income.

So frustrating.

Until the training kicks in, superior numbers is also a bonus. We've been using the recruits for over a decade without noticeable examples of cowardice, I'm inclined to give them a chance. Especially since it looks, for now, like we might have time to train them properly.
