Lowering IMperial Authority paves way for a council. I'd rather do it when we need too, not when we have like 7 happiness.

I think the Bill of Rights might make it harder to push arbitrary tax increases onto the peasants.

I'm of the opinion that we should push giving the peasants rights back for as long as possible. Cause once the peasants start getting weird ideas like rights in their heads it opens a new horrifying can of worms.

Because we need to stop sending the ruler and future rulers on dangerous trips.  Also we might be able to upgrade our status in the other two empires from barbarians to civilized barbarians.

I like the Bill of Rights, but it isn't urgent, and something so radical should be passed when we have high Imperial Authority.
