Apparently, there has been more sick peoples coming through the mountains than previously. The governors wonder if the current policy is adequate in preventing the dreaded plague from reaching Methiant (or at least, Ceodwell lands), or mayhaps the borders should be closed.

A) Nah, we doin' fine, no need to get harsher against those poor souls.
B) Let's turn peoples away from our lands, just to be extra sure.

A, it's the fleas that transmit the plague anyway and I'm pretty sure those can travel along wild animals and are thus not subject to border controls.

Most Wild animals don't travel as far or as fast as humans, and in real life, it was carried by rat fleas, who are humans constant companions and follow humans around.

Not to mention that in real life the places that were spared the worst of the black death were the places that closed their borders and instituted strict controls against the plague.

The plague and it's spread isn't an inevitability, it can be fought against. If this is a black plague expy it absolutely should be fought against, because any minor population benefit we get from accepting refugees is going to be totally wiped out when 60% of our population dies to the plague.

Also just cuz this is bothering me, I'm going to do a mini rant on sending our heir to the birdmen.

I generally agree that there's only so much that can be done to mitigate bad rng, but like you said, we have to hedge our bets. Most times failing a charisma roll wouldn't lead immediately to death, but sending our heir out to try to talk to an unknown tribe of savages seemed like it could very well be that time. Hedging your bet doesn't mean taking every roll that you get a bonus with, but deciding if that bonus is worth the extra risk that you take to get it. Was a +2 on our roll worth a 1/6 chance of loosing our heir? When the roll was to see if we could make peaceable contact with a small savage tribe? The answer is no. I'm not saying I always make the best choices in this game, but I don't think saying we were hedging our bets and that it was just rng is a good idea here, we should acknowledge that it was a shitty choice in the first place, so in the future if we have a similar choice we make it better.

On the other hand, we haven't offended any of Gubta's gods so far as we know. So maybe we're safe.

The word "plague" does not necessarily refer to the Black Plague specifically. I doubt the Black Plague in particular even exists as such in this setting.

Even if it did, though, border controls could and did go a long way to mitigating its spread.
