The Advisor hurries to show you this year's Scrolls of Kingdom Status:

"The only thing I can happily talk about is the conclusion of settlement project; many new villages were founded, and influx of migrants from the east settled there. However, our treasury is emptying and the army is in shambles. Shall we send for the local Cloisters to provide faithful servants? Also, should we keep taxes raised for another year, my liege?"

I'm going to go against the grain and suggest D.

We might need money to pay for the wizard, and we still have a 'call in backup from a neighbor' card, so I don't think fixing the army is urgent. The Monks and blackhearts will come to us in time.
