Lets at least summon the adventurers and hear their terms. We have alot of spare children. Perhaps we can buy their services with a political marriage or two instead of cash. If we don't like what we hear, we can always send in the army. The bandits are not going to be a life or death issue tomorrow, so we have time to explore our options.

The adventurers get killed. This emboldens the bandits into assaulting a keep at the border, taking it over! This causes local populace to flee and the peoples in nearby cities very loudly and very aggressively turn against your officials, demanding they do something or else!

Your courtiers see this situation as one that needs to be adressed immediately.

A) Hire a more competent group of lvl20+ adventurers, then?
B) Time to get our Army into the field to bring order back to the borderlands!

The Army smashes through the bandit hordes like a hot knife through the butter; Othoc and his lieutenants are captured and executed. The bandit army is no more!
