He asks whether he is allowed to enlarge the operation and hire additional miners to speed up excavation and thus double the yearly quotas.

A) Sure, we gotta squeeze the gold (silver) cow outta milk if we are given one!
B) Let's keep it nice and steady to have a stable source of income for longer time.
