C) "I can raise the Army budget even higher so you have more resources to work with, but emergency mobilization will only enrage the citizenry!"

Happiness is 4 last we saw, and in my opinion the last thing we need is a third active rebellion while we ramp up for a slugfest with an Empire of similar size.

Hopefully if we war with Eldrican we'll be smart enough to cancel the t'chai deal and get that money back where it belongs.
