Unless the prophecy disguises itself as luck activation during a critical wound check, I don't believe we should rely on it to keep Yoe alive.

On the other hand, the second option isn't really safer: giving *ahem* unimpeded access to a newly conquered noble (or servant for that matter) sounds like a recipe for assassination. Or blackmail, later, given our marital issues. Or a martial genius bastard to challenge our throne about 16 years from now and topple the empire.

As the moon begins its ride downwards towards the horizon, you lie on a large table-bed-thing, wearing nothing but copious amounts of jewelry, strips of silk, indulging in wine and grapes served by two nubile and loincloth-only-wearing (former) slaves. They're so energetic and so pretty to the eyes, and you reckon they must be twins. The girl dances on your lap most lovingly, and her brother's sweet lips are just as good on your tongue as the wine.

Is this the splendor and decadence of the Parsians? Wine, parties, pretty things??

But as for here... B might actually be a good idea, if not a costly one. Yoe III's prophetic doomsday dream specifically mentioned the capital. There is at least a small chance we subvert it if we move the capital somewhere else.

Moving the capital will also bring us closer to the Parsians, hopefully speeding up their assimilation into our culture. It also puts us closer to our new Simian friends.

There are downsides, of course, our wife will not like the partying, and our courtiers might disprove, but in the long run it may be worth it.
