I don't think we can negotiate unless we have a clear upper hand, or Parsia has a representative present. Unless we are dictating a peace entirely on our terms, they will want some sort of concession from Parsia, which we are in no position to give them.

They are using Blackhearts, which are old-school fire-blood weapons. Our own guns should have longer range, so in theory we can blast at them from a safe distance until they are forced to break their defensive position and march at us.
