I don't recommend peasant taxes with Happiness at 4. But the trade commission was dismantled during the time skip, we can put the Passage Tax back in place for income.

Voting for temporary taxes is one point (this year) and makes people unhappy.

Passage Tax is one point (indefinitely) and doesn't directly hurt our low happiness.

Dwarf money is coming either way, what's that got to do with preserving happiness?
