C) Entire kingdom.

I imagine local area would allow us to at least keep guards in the fortress, and I think the orcs are probably able to survive in the storm, unless this is actually just a very rare extinction event. I say very rare because otherwise I'm not sure how the orcs have been in there for so long.

If the owl didn't appeared, I would suggest making a castle


ECA) weather (magical or not) protection (explain the orcworld situation), because we want to make sure that the artifact protect whenever our empire scretches inside the orcworld

and maybe it's a very rare stuff the dust, but I am pretty sure that it was the responsible in destroying that mysterious orcworld dead civilization
