As for Methiant, you guys are very culturally fragmented and weak; peoples take ideas from outside rather than making their own, its been generations since conquests of Ceodwell and Felonsein but their cultural bonds are still strong and even the long defunct Tven has its cultural styles alive in northern Methiant. Heck, you can't even make Evalians abandon their Lametanian heritage and become Methiantese proper.

While others are advancing in architecture and arts and literature, your subjects are still most illiterate, are copying old art masters and most of big books is scribbled by guys living in temples or libraries. I guess that's the price one has to pay for being military giant with all progress being done in direction of gunpowder and gunpowder alone :P

What purpose does our royal house of learning serve? I don't remember telling them to focus on Gunpowder and Gunpowder alone, did we?

I'm going to vote for Establish Calendar of Festivities

Happy population will help us against the issues we've had in the past.

I think most of the issues we had in the past were due to our conquests and our religion tax. Now we have so many luxury trade goods, it seems as if at least one is boosting happiness every year.

If Haspen says our culture could use improvement, I'm all for Endorse State Patronage of Arts.

Calendar of Festivities

We'll promote our peoples' cultures by promoting their local celebrations and traditions. Methiant has been reasonably successful as a pluralistic society, and I don't think it's necessarily a good idea to suppress local custom in the name of national homogeneity. The Patronage of the Arts is tempting but I think this should come first.

I think our population is happy enough, for now. I was thinking Cartography, but since it's popular,

Endow some Patronage of the Arts.

Then, and only then when we start establishing ourselves as a single nation united in culture, we can more strongly consider the Bill of Rights. After all, rights should inspire patriotism but right now it'd only be used by separatists.

Patronage of arts,it can be easily a boost in culture, maybe hapiness and authority when someone start making sculptures of us as saints

and maybe our gold and silverworks increase their value

maybe together with the house of learning we can ensure our population has an golden age

I remember that the Alldivines were very education focused and taught a majority of people to read back when they were still a major force. I know they aren't major anymore, but I doubt the people forgot how to read. It's hasn't been a full generation since the pantheist revolution yet.
