If F wins, I'd favor throwing that gift towards the dwarves. Our relationship with them is rather poor, but we can't afford open hostilities because they likely hold self destruct buttons on two of our artifacts.

If we throw them some money, and are no longer the leader who insulted them by turning down their various generous offers over the years, they might offer us Steel or Fireblood fixings again in the future, and we can likely afford such deals now.

As for Gupta, I see them as an eventual military target. They were weak enough for Parsia to bully at the same point and time that Parsia was no match for us. We can take their land, and gain their shit for free, while also increasing our influence over Parsia by controlling two of their neighbors.
