It's settlement policy, not immigration/breeding policy. It's to expand Methiant territory into unclaimed lands on steady basis

Hmmm, didn't you said it attracted more immigrants and increases population steadily until it reaches 8 points?

1. Both. People migrate much more into the country, slowly but steadily bringing the Population to 8, so you no longer need a chain of conquests, good harvests and festivals to bump it up.

CFAA I'm down for some increased Gupta relations. The old Kingdom of Luathbas had a pretty strong connection with them so It'd be nice to see if we could revive that.
