I'm guessing the chain mail will act as an artificial martial trait for smaller engagements.

With the chainmail we can give a bonus (other than letters and speech) to our troops and while they might not want to go close quarters with us we still have the necklace to protect us from arrows

A is my preference. Armor, while nice, isn't going to be as helpful to the nation as the security of a good harvest. With a good harvest, we can keep our populations high, our coffers filled, and our armies will be positively bulging with a number of healthy young men ready for battle.

I agree, the scepter is long term investment, since basically whenever we get fucked by weather we just end up spending cash on it, if we can fix that issue permanently it should (eventually, if we last for a long time) pay for itself.

The chainmail sounds nice but it sounds like it'd be mostly useful for small scale stuff, which is cool, but often  when we're in the squad level shit that means we're loosing the war, and that's not where we wanta be... Although we'll probably end up there eventually... But, we're charisma king. Lets try to avoid war.
