Giving them tactical directives alongside their load-out in the production phase would work.

Might be a bit quicker than the other methods, at least.

Ballistics-stopping, Acceleration-resisting, Tactical Manned Armor (New)
Based on Gothic self-supporting plate armor, the BATMAN suit is composed of steel plating, average thickness of 2 millimeters. Everything is covered by shaped metal plates. Shins have light plates, with good ol' spikey boots for kicking things. Thighs have heavier plating, with a scary-tough crotch piece (For comfort, you understand). The torso is protected by a piece backed with a slightly thinner version of our present interceptor vests, as padding in case of blunt trauma as well as a means to catch those pesky bullets. The head is protected by our standard Interceptor Suit helmets, but with steel projections from the cuirass which cover the back and sides of the neck. The arms get protection for the upper arms, with metal bracers that protect the inner forearms, and tough steel-and-Kevlar gauntlets to protect the hands.

As is now typical, development of the BATMAN armor was a mixed bag. Despite attempts to keep the prices low, the project went significantly over budget. In return the armor was incredibly effective at its intended purpose. A test dummy was thrown into the Mongrel cage covered in bacon, and later removed mostly unscathed (and not for lack of trying). Requests to requisition the solidified zombies and slumbering dragon for testing purposes where shot down by the higher ups. Further tests had been performed with makeshift "hitting devices" you would expect to see on Mythbusters, successfully deflecting both blunt and pierced attacks with ease. A crash-test dummy course was quickly set up and cars of various speeds and sizes rammed into it in order to test how it performed against super strengthed individuals. The tests suggest that against melee opponents, it was nearly impenetrable to anything at human or near-human strength. Super strength attacks would be significantly blunted to the point of not being instant death-though the target isn't likely to be able to walk away from the blow. The armor is effective against small-caliber firearms, even capable of deflecting rifle rounds if the bullet comes in at a significant angle.

Of course, that only counts if it hits the intended plates. The armor doesn't come together quite right, leading to several major problems. There are gaps in the armor-much larger than planned-where a melee combatant could easily attack through at close range. In such a case, the armor would offer no protection. This also hampers the movement of troops. Soldiers pushed through obstacle courses struggled to make half the time of soldiers in traditional armor. They can not run as quickly (partly due to the weight of the equipment), they struggle to get off the ground after crawling, and they have difficulty overcoming simple obstacles (such as a table, or even stairs). Finally, the armor is significantly heavier than traditional plate armor, making it difficult to use with other heavy equipment.

I am not sure how you got that misunderstanding-its 40R despite the price roll due to prioritizing cheapness.

So, price roll was bad, correct?

It lists two prices and it's not obvious which one is the actual cost.

But 40R's not so bad. I wouldn't issue it quite yet, but after a quick fix-all-the-bugs next turn it should be pretty effective.

Excellent.

So, as I said, guys, I'd vote not to buy anything, since any time a guy in armor gets jumped at melee range, he's going down. On the plus side, we can just re-roll bugs next turn, and literally ANY non-ten roll will make that into a decent suit of armor.

Well if that's the case then let's maybe make some use of that grey(?) market. I'd like to sell those skeleton helmets/shields/swords since they don't seem to have any notable significance other than they might be worth something to a collector, and we could probably dump 10 live fast zombies while we're at it. The enemy already knows about both of these and who knows, maybe they need some more extras in the Walking Dead.
