Effectiveness: 9! Very High

Complications: 8  Volatile, Temperature Sensitive, Heavy

Finally, the PROMETHEUS team had developed something to be proud of! The H.O.S.E project isn't without issues, but when it works it works. It is capable of capturing multiple humanoid targets in a matter of seconds, covering them in a thick layer of S.L.U.D.G that even creatures with superpowered strength can't hope to escape in time. It should prove capable of neutralizing anything you have faced that gets inside its range, like a non-lethal flamethrower.

Of course, such a result meant we had to go over budget a bit. These things ain't cheap. For their practical weaknesses, the tanks have a tendency to explode when exposed to enemy fire (literal or figurative), possibly injuring the unfortunate operator or even rendering the device non-functional. It doesn't like extreme temperatures in either direction, which limits its effective "stopping power" and range by messing with the density of the pressurized air and the S.L.U.D.G. A mid-day fight in Texas or a cold night in Russia shouldn't be a problem, but a romp through Death Valley or Antarctica would be. Finally, the end product is a fairly heavy weapon limiting the other gear that the soldier can effectively use. Even taking into consideration all these problems, any soldier would love having one of these things by their side in any firefight.

As an apology for my tardiness

PROMETHEUS is one of the many government acronyms that mean "Somebody really wanted our name to spell PROMETHEUS". As such, the acronym is currently quite a mess. The Brass has a plan to squeeze a bit of extra funding from the higher ups, but think they need just a little more of an edge to pull it off. If we can change the meaning of our acronym to something relevant and interesting, then maybe a couple of suits will let a couple of coins slip our way.

You will be able to use it immediately if awarded. I will probably throw these at you if it ever looks like things are going really badly and you need the extra kick. Or if I think it would amuse me :P.

I was of the understanding that we can not, in fact, produce anything other than overwatches, and we already have enough of those.

If you don't want to take an action, I need an affirmative that you are not going to do anything so I can move on to the next one. (The Special Event should allow you to make an additional purpose in any case).

We have the rifle and the Overwatch, and now we also have the HOSE/SLUDG dispenser. We're just a land of fun acronyms now, I guess. So, getting this bonus will allow us to produce a HOSE system, though we may want an Overwatch instead, as we appear to have broken one.

I am up for buying a H.O.S.E. if we can afford one.

And I think that we still have two overwatches, it probably only blew a fuse or knocked a wire loos or somethign and was put back together afterwards?

Yes, the bonus would come before your tech. After you all decide which you want to go with.

In the current equipment list it shows two Oversights and there's no [DAMAGED] flag or anything so I assume both are okay.

Correct, one was damaged due to its Fragile trait, which allows for it to be repaired simply with the proper equipment.
