Posting to watch-and-also-participate.

It looks like the ramp ends in the caverns... My theory:
1) Author said "Where are the dwarves?", thus this area seems to be abandoned.
2) After the dwarves abandoned it the structures were taken over by !!SCARY!! cavern creatures.
3) When the clipboard dwarf said to escort the elf and Bembul to the "burrows," I think he meant to exile them in the caverns where they would eventually die, either to the cavern creatures' hunger or their own hunger.

EDIT: New theory:
1) Those structures we saw, with the windows and lights, are in fact prisons.
2) There are no dwarves in sight down in the cavern because the caverns are used *solely* as prisons, thus the only reason for a dwarf to go down there is to go into a prison, either as a guard or an inmate.
3) The clipboard guy told the militia dwarves to escort the elf and Bembul to one of the prisons.

I have provided a diagram in order to show where I feel we should go.

So to the door on the left over past the ramp. It risks detection via those moving on the ramp but should be the safest area by method of visual examination. It has the least windows and therefore the least chance of being occupied by angry face-kicking dwarves.
+1, but proceed *extremely* carefully, and !!ULTRA-ROLL-SNEAK-DODGE!! out of there the first whiff of trouble you catch.

You make a mad dash for that particular tunnel.

It quickly leads to a staircase.

The air down here feels a little colder.

Wait, did we drop our axe on the stairs?! Don't let our so-called allies find out we made a rookie mistake!

1a. Go back and get axe. (if necessary)
1b. Hold axe upright in front of us as a shield like we've been cast in a cheesy horror film.
1c. Go read those tablets at the far end of the hall. They may contain useful information.

All of this is extremely prudent. I, however, have an overdeveloped sense of greed. I recommend that we hide behind, but not in, one of the coffins. In theory we are much smaller than a dwarf and therefore small enough to hide behind the coffin of a dwarf.

If the dwarves come and immediately bury the dead dwarf/dwarves, they will not check any of the already-existing coffins. Dwarves do not mourn at coffins either, so they will not linger or come back after they handle burial business.

Then once that event has passed, we will be scot free to loot and scoot.

Look for the fanciest coffin and pop it open to loot it.
As long as we don't move the body out of the coffin I think we'll be fine.

The voice of greed in our head sounds like it's convincing the voice of prudence.

Come to think of it, that one order-giving dwarf said that something had triggered an alarm and killed a dog, so everyone was supposed to be in burrows. They're probably not doing burials during the emergency with whatever that big scary thing is. So we should have plenty of time to check for interesting clues and useful items shiny goodies.

Those tablets are probably written in complex runes that as a dabbling reader we wouldn't understand anyway. But maybe we can improve our skill?

(And with our engraving skill we could leave behind some kobold wisdom for the dwarves to find. Such as an illustrated guide to sneaking, e.g. successive pictures of us performing a flawless dodge and roll.)

The tablets are blank. You find three gold coins to loot and a chisel!

You engrave all three steps of a sneak-dodge-roll maneuver onto one of the tablets.

Chisel on a blank tablet, a rendition of how Kobolds came to be the favored creatures by the gods (with a nice background if possible). And don't forget to include the other races watching in shame and/or awe.
