But - if we're banning cannabis because it might cause our soldiers to perform sub-optimally, we should go ahead and ban recreational alcohol too.  It's even more detrimental to our war effort, and a drunk soldier is even more dangerous than a high one.

Germany doesn't care, Baffler.  They didn't even really know about the recreational use of cannabis at the time - they actually prescribed meth and coke to their soldiers as stimulants.  They only had a problem with alcohol as it caused a degradation of discipline.

Nazis weren't fans of smoking of any kind but what I had in mind was smuggling. We are already seen as a haven for weapons dealers, and while most countries weren't especially concerned with use, trafficking of drugs, including marijuana, was a concern of most nations in the interwar period. With the war on they certainly have better things to do, but the war won't be on forever.

...I'm pretty sure you're overestimating the effects of using marijuana a single time, there, Taricus.  And a soldier getting drunk is far more dangerous than a soldier getting high.  My point is that we should either allow cannabis and leave adult Forenians to make their own choices, or ban alcohol, tobacco, and any other substance that would hurt a soldiers performance too.  It seems silly to say "yes, nothing wrong with alcohol" and "no pot - I hear it damages brain cells!" all in the same breath.

Germany doesn't care.  They feed their soldiers meth, and are pretty unaware of cannabis.

Once again: Cannabis does long-term brain damage. Alcohol does longer-term brain damage, and isn't an issue in the game. As in, it has no effects, positive or negative, in gameplay. Cannabis will cause problems. We don't want to run a drug-dependent society, and we do not want anarchy. Freedom's fine. But there's a line in the sand, and this is convenient a place as any to draw it.

Anyway, that's my opinion. Far better to just take out the dangerous drug and not bother anything else. Marijuana or cannabis is not the most powerful drug, however it sticks in the system for months. Alcohol does not. Basically, anybody who tries this drug is going to be less productive and more at risk of breaking a law or ticking someone off, and then we're going to have to build additional morgues. And this "Hey this new thing is legal let's try it" phase will last a month to two months, during which we'll see higher rates of crime, murder, and a loss of productivity.

Okay, if we're ignoring detrimental effects, let's talk about the societal effects.

Making cannabis illegal won't stop it, considering it already exists in our society.  Look at America - they've had cannabis banned for decades and people are still getting their hands on it and using it.  It's caused an illegal drug trade and filled their prisons with petty criminals.  Now look at countries that have legalized cannabis - far fewer problems with hard drugs and drug-related crimes.  Do you think the strong-willed people of Forenia will just go flush everything they have once the government goes "nope, illegal"?  I think it'll cause fewer problems to have it as a legal substance - if we treat it the same as other depressants like alcohol, it wouldn't be a problem.  You seem to think showing up to work at the ammunition factory would be seen differently than showing up drunk, and that really confuses me - as does the "it will lead to more deaths because they'll break the law or get into fights" argument.

Making it legal and easily available won't make it less common, nor will it lessen the negative effects of using it. I do wonder why we're deciding on this though. Shouldn't it be left to the civilian authorities?
