Carriers which are carrying better planes & RADAR to help guide the planes to their target is a much better use of a design than a seaplane.

As a general rule of thumb, regular aircraft out-perform seaplanes in nearly every field except for "landing in the ocean"

Plane mounted radars! And carriers based planes don't have to be better, not to mention that carriers themselves need to be good to be actually useful, and that's not a given considering that we have no experience...

They didin't have retractable floats, which as I said either created a lot of drag or limited the planes in other ways.
Add retractable floats and you have good plane. And landing in ocean is great advantage.

Their Corsair destroyer has the ability to drop "seahorse mines" which float on the surface and detonate on contact. No guarantee they'll use the Corsair, but they do have the technology. We'll probably want to get it too at some point.

Prototypes for that weren't tested until late '39 to '40 at the earliest, years after the development of the basic radar we don't even have yet, so it is going to be far harder to make that rather than carrier mounted radar.  Besides, the plane mounted versions have to be smaller, and therefore have a far lower range, so Carrier-based will still be superior.

Okay, seriously now.
I suppose we still want aircraft carriers in a way, because something is going to need to supply our seaplanes. What we could do is:
a) Have regular carriers that carry fighters and other agile planes, while the torpedo planes and bombers and such are seaplanes, making us not have to sacrifice what little agility it costs for fighters, and allowing us to have a lot of fighters in air while not losing attack ability, and allowing us to have easy long range bombing and convoy hunting without fighter escort.
b) Have carrier "tugs" that just carry a lot of fuel and ammo (and radar!) and have repair decks while the planes actual just land around them, this way we could have an awful lot of planes and no limitation on how many of them launch at once.
c) Something else.

We're not expecting torpedo bombers to be agile, I mean they are bombers. And how about we just don't bother with seaplanes since we do have the landmasses close enough to get decent coverage from scout planes/bombers as well.
