anyway, Sensei said "might" and "long time". Considering our lack of need of oil... I am willing to give up on diplo annexing. besides, hwo knows how much it will cost us.

If we don't urgently need oil, then can't we afford to wait to annex it? Also, if diplo-annexing it costs us another resource it will literally be useless. I trust that Sensei, having given us options, will not retroactively make one of them the objectively wrong one.

Research is great, always.

similar government is not an high concern for me, nor is doctrine. Japan had an aircraft and torpedo heavy doctrine anyway.
