So that's 2 for the mercenaries and festivals, at least 1 for the army and at least 1 for tribute. 1 back from taxes, 1 back from mines. Doesn't seem like we're put in the danger zone that way, but there might be unforeseen expenses/dick moves on the part of our liege.

I was going to say something about not needing mercs since we just set up a conscription system, but that'll take a while to kick in and we really do need the army points right now.

"Locusts, sire! Locusts!!" The courtiers murmur as the terrified messenger from the western parts of the Duchy arrives.

"Locusts? There have been no locusts in these parts for centuries, not since the Age of Deserts-"

"No! Not normal locusts! Huge, like a horse, locusts! They chomp down everything! Livestock, pets, people!" The murmuring goes into shouting and gasps of terror.

"Where did they come from?"

"We d'nt know, sire!" The messenger takes off his hat and rolls it in his hands. "Once during a normal summer day, we heard a loud rumble come from the forest near our village, and next day those hideous giant insects attacked! Since then they spread to other places, and heard people saying they even munch on trees..." Something must be done to defeat these locusts, but... how do you fight a horde of giant locusts in the first place?

A) This is a job for lvl20 adventurers, who need to find the nest and kill the mother of all locusts, or something.
B) Our Army shall go and vanquish the alien insects from whatever place they came from!
C) Huge locusts don't appear on their own - clearly there's something supernatural about it, so we need to find a Wizard.

I'd say D if we want mercenaries can't we just call the kashites again? now we have both cooper and gold mines and cooper is just being stockpiled till the khanate is dealt with. And the khanate WILL come for us.

If we choose A we will get probably 4,8,4,4 i think that maybe with khashite it will be more worthy than 1 point plus diplomacy.

err, B while C? Surely when choosing C we will still mobilize the army to keep the insects out of our farms, right?

God damn, i can't choose. i'm going to flip a coin soon if nobody have a good reason.
