I think it's supposed to be a one-time payment? I think the thing is that Hurthlings have basically nothing of value aside from food.

Under that assumption I'd go with A. The Kashites have no real reason to bow to our demands aside from neighborly charity.

HM. Well the only source of gold is our mines from the Luthians. And we only get them every 2 years--so that can be used as an economic injection instead for us to build up better and better our economy (or other things).

But I'm betting a roll with B because it's from a Duke to a King.

B) "Clearly the Kashite exploit your naivety and humbleness! I shall send a letter to their King to see that you're freed of your obligations."

I'm unsure if we have a title yet other than Lizard slayer! Hurthlings are stubborn but very loyal-ish (just don't get their elite troops kill'd because it seems morale is in the extremes for them; super loyal, but super devastated if you get them DED :V)

...Both of these options seem tough.
