Leery as I am to get caught up in the elf-dwarf race war again, I suppose it can't hurt to at least hear what they have to say.

Truly it is a good thing you stopped them from bringing devastation upon your land. We offer, for a price of course, to collapse the tunnel they made and infuse the earth and rocks with magics that will repel these savage critters from the depths."

A) Attempt to negotiate with them.

C) Politely decline their offer.

Hey, sweet. If we deal with the... Toqva, we won't risk needing our deplenished army anytime soon. I don't even want to risk negotiations going poorly, so let's just pay up.

Hum. The dwarfs are sorta massive assholes, it's hard to tell if when they say "savage critters" that's literal and there's no hope of taming them or if it's just more dwarfs being assholes about them and it's actually possible to have peaceful contact with their tribes.
