Have you also considered that possession of said necklace actively hurts our ability to negotiate with dwarfs (by way of them bending its magic against us) and that now two of the powerful neighbors we absolutely want to negotiate with are dwarfs? And that it also doesn't entirely work on Damdamians either?

In short, that necklace honestly isn't worth all that much unless we get it for free, and even then we might want to be careful. As it is, it's a great way of making us go bankrupt and not much else, and at worst it's a ploy by the dwarves to make us easily controllable.

Yeah. Not to mention that seems like it was a bit of a "gotcha!" moment, I don't think we'd be stupid enough to actually use it against the dwarfs again. Not to mention like, "Doesn't work entirely" Oh I'm sorry that we only get half the bonus to a roll with such low granularity and high importance. A +1 is still really good. Not to mention there's 'everyone else' that we need to deal with. :/

Nein. The ONLY thing it has mattered is pure benefits for us--it also is countered by those strange [probably anti-magic or whatever-Damdamian-religion-magic they have] symbols the Damdamians had, but it still worked.
It makes sense in context however--the Dwarves wouldn't like their own works to be used against them.

Really sharp anti-monster knife.
Problem is, we can't support it if we don't have anything to both protect us, extend its reach, and many other needed things other than charging at mythical beasties just because it can hurt them a lot better.
