I think we could probably deal with them using our army, but it would be a huge waste and clearly there is something bigger that is the source of all these related maladies. A wizard is needed.

They're equally likely to level our entire kingdom for the xp or charge a sum of money so exorbitant that we'd have to kidnap and ransom our own liege lord?

Level 20 adventurers are a scourge far greater than a simple infestation of monstrous vermin.

From past examples we can easily see the level scale in this game has nothing to do with the level scale in D&D. Hell, as a martial character we're probably above level 20 ourselves.

I think this is WoW level 20, not D&D level 20 considering we've had events with level 40+ adventurers resolving problems.

Nobody saw a Wizard in the past month, not even across the border.

The locust situation grows worse - lately the horde fell upon and devoured a village of more than fifty peasants! Nothing but their shoes remained. Peasants and nobles in the southwest begin to grumble rather loudly that nothing is being done with this infestation.

A) They just gotta wait a bit more, surely a Wizard is just beyond the horizon.
B) Definitely its time to hire some lvl20 adventurers to deal with the problem.
C) Seems like our Army will be doing some locust-cleansing after all.

Hmm. Perhaps whilst we wait for a wizard to show up, we should at least make a token effort to solve the problem ourselves- if only to keep the people happy.
Think of it like spending money on festivals.

Idk, if we roll poorly on the adventurers and they get eaten, I'm not sure if that'll really make people less sad. Not only will we have an inadequate response, but we'll also look like our ability to respond isn't good enough. I'd rather look like I wasn't doing something then look like I wasn't doing something and also unable to do anything.
