What's a "moon freak"?

I'm looking at Legends and this civilisation has a somewhat tragic beginning. The founding King was abducted in year 42 by a female Moon Freak, who changed him into one of her kind. That ended his reign and the chap went on several rampages before finally being slain in year 92.

That's cool and all, but what's a moon freak? Some kind of night creature that's absent from the forums and wiki?
